    As a sweepstake (essentially a free-to-enter lottery), it is legal.

    If it would be a reward to register as a voter, it would be illegal.

    The sweepstake is explicitly exclusively for registered voters in certain battleground states.

    I've not checked what the deadline for registration is in all the relevant states. For Pennsylvania, one of those states, today is the last day to register as a voter.

        If the ability to enter the sweepstake would start after the voter registration deadline, that would be airtight as far as legality goes. The loophole indeed lies in the grey zone, that strictly it isn't a reward for registration, but in reality some people will register just to be able to participate in the sweepstake. Very cunning!

When your worth is $100B+, $1M is the same as someone giving away $1 when they're worth $100,000. Elon doesn't even register it.

Elon knows the supreme court is Republican and won't touch him.
