I've not checked what the deadline for registration is in all the relevant states. For Pennsylvania, one of those states, today is the last day to register as a voter.
If the ability to enter the sweepstake would start after the voter registration deadline, that would be airtight as far as legality goes.
The loophole indeed lies in the grey zone, that strictly it isn't a reward for registration, but in reality some people will register just to be able to participate in the sweepstake. Very cunning!
